Electrical reports: what they are and when you need one
In Spain, the "boletín eléctrico" is the informal name for the Electrical Installation Certificate, the official document issued by an authorised installer that certifies an electrical installation complies with current regulations. It records the technical characteristics of the installation, including the maximum admissible power, and it is the piece that connects the physical installation with the supply contract.
You will typically be asked for one when activating a new supply, reactivating a supply that was cancelled some time ago, increasing contracted power beyond what the previous certificate covers, carrying out a significant renovation, or legalising a new installation such as a self-consumption photovoltaic system.
The procedure follows four steps: verification of the installation, corrective work if deficiencies are found, issuance of the certificate by an authorised installation company, and submission to the regional industry body, the distribution company or both. Where the certificate is filed in the Valencian Community
Commissioning a low-voltage installation is notified to the regional industry authority. In the Valencian Community that authority is the territorial industry, energy and mining service of the province where the installation sits (Alicante, Castellón or Valencia), and filing is electronic only: Orden 14/2022, of 5 December, made electronic communications and notifications mandatory for industry, energy and mining procedures.
The part that is rarely spelled out is which of the three procedures applies, because the split follows the technical documentation the regulation demands, not the type of building:
- Procedure 440 (SIA code 210646), for installations documented with a technical design report. This is the route for most homes and small premises. Its forms are the MTD (technical design report), MTDALEX for extensions and CERTEFI where there is outdoor lighting.
- Procedure 434 (SIA code 210644), for installations that require a full project. Besides the project signed by a qualified technician, it asks for the site supervision and completion certificate (CERINSBT) and, where the project carries no professional-body endorsement, the technician's responsible declaration (DECRESTE).
- Procedure 436 (SIA code 210645), for installations that also need an initial inspection by an authorised control body, which adds that body's inspection certificate (CERTOCA).
The certificate is therefore not filed on its own. It travels with the technical documentation of its route: the technical design report under procedure 440, or the project plus the site supervision and completion certificate under 434, with the control body's inspection on top under 436. That documentation is what supports the figures on the certificate, which is why it is worth having both come from the same calculation.
In all three cases the filing can be started by the authorised installer that carried out the work or by the holder of the installation; ownership changes and cancellations belong to the holder or their legal representative. The installation company itself must be entered in the Registro Integrado Industrial for low voltage, an entry filed as a responsible declaration before starting the activity (procedure 400) which, under Ley 21/1992, of 16 July, on Industry, is valid throughout Spain.

And because its engineers are chartered industrial engineers, the technical design report or project that accompanies the certificate is drafted and signed by the same firm. That work is frequently split across separate companies (an installer who certifies, an engineering firm that signs the documentation and sometimes an agent who files), and each of those boundaries is a place where the file waits on somebody else's signature.

That is why the procedure always includes a prior verification of the installation: whoever signs is responsible for it matching what is installed.
- What happens if my installation fails the check?
- If deficiencies are detected during verification, the certificate cannot be issued until they are corrected. The usual approach is to document which elements do not comply and propose the necessary adaptation work. Once the pending points are resolved, the certificate is issued and processed normally. It is better to catch issues at this stage than during a later inspection by the distribution company.
