Energy efficiency certificates: summary

The energy efficiency certificate is an official document that rates how a property consumes energy and how much CO₂ that consumption produces, using a letter scale from A (most efficient) to G. It is prepared and signed by a qualified technician and only becomes valid once it is registered with the regional authority, which then issues the official energy label. At Captia the signatory is a chartered industrial engineer on our own team, so the visit, the calculation, the signature and the filing all stay with the same people.

In general, regulations require the certificate when selling or renting a property, for new buildings, and for certain public-use buildings, and it is also commonly requested in renovation subsidy applications. The process has three steps: a technical visit to the property to collect its construction and systems data, the calculation of the rating with a recognised certification tool, and the registration of the certificate with the regional administration. The document also includes improvement recommendations, which can be the starting point for energy efficiency measures or a connected energy management approach in company buildings.

The certificate is valid for a limited number of years and must be renewed to sell or rent again, or updated after renovations that change the building's energy behaviour. How registration works in the Valencian Community

Registration is a regional competence in Spain, so the actual filing route changes from one autonomous community to the next. In the Valencian Community, certificates are entered in the Registro de Certificados de Eficiencia Energética de Edificios through the Generalitat's electronic office, procedure code 15830 (SIA code 211592), managed by IVACE. Filing is electronic only and requires a digital certificate or an electronic national ID.

Two layers of legislation apply: Real Decreto 390/2021, of 1 June, which sets the national basic certification procedure, and Decreto 39/2015, of 2 April, of the Consell, which regulates building energy certification within the Valencian Community. The practical points are these:

• Who files. The obligation falls on the developer or the owner of the building or part of it, who may delegate the filing to the certifying technician or another authorised person (procedure 15830, sede.gva.es).
• Deadline. Real Decreto 390/2021 defers the filing deadline to each autonomous community and, failing that, sets it at one month from the date the certificate was issued (article 6.6).
• Fee. Registration is subject to the regional fee for entries in the Registro de Certificación de Eficiencia Energética de Edificios de la Comunitat Valenciana, established by Ley 20/2017, of 28 December, of the Generalitat, on fees. The amount is updated by the annual Generalitat budget acts and is paid inside the electronic procedure itself, which also generates the energy label.
• Validity. Ten years at most, except for a G rating, whose maximum validity is five years (article 13.1 of Real Decreto 390/2021).
• Technicians. The Generalitat also keeps a Registro de Técnicos Certificadores de Eficiencia Energética de Edificios, procedure 20052 (SIA code 1997994), likewise managed by IVACE.

One recent change affects who may sign a certificate. Real Decreto 659/2025, of 22 July, amended Real Decreto 390/2021 and added articles 4 bis and 4 ter, replacing the qualification-based test with a responsible-declaration regime filed before the competent regional body, valid across Spain, plus a centralised administrative register of competent technicians. Those articles take effect from 23 July 2026, so files started after that date follow the new regime, which changes how the technician evidences that authorisation before the administration.

The person who signs is the person who saw the property, and the party that files is the party that signed.
